The United Nations Climate Change Conference in Poznań, 1-12 December 2008

The Poznań Climate Change Conference provides the opportunity to draw together the
advances made in 2008 and move from discussion to negotiation mode in 2009. Such an
outcome at Poznań would build momentum towards an agreed outcome at Copenhagen. At COP
14/CMP 4 in Poznań, Parties are expected to:
- Agree on a plan of action and programmes of work for the final year of negotiations after
a year of comprehensive and extensive discussions on crucial issues relating to future
commitments, actions and cooperation
- Make significant progress on a number of on-going issues required to enhance further the
implementation of the Convention and the Kyoto Protocol
- Advance understanding and commonality of views on "shared vision" for a new
climate change regime
- Strengthen momentum and commitment to the process and the agreed timeline
Important continuing issues will be capacity-building for developing countries, reducing
emissions from deforestation (REDD), technology transfer and adaptation.

Two working groups will meet at Poznań:
The Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) will deal with adaptation, mitigation,
technology, financing and the shared vision for a new climate change regime. Within the
context of this working group, in-session workshops will deal in depth with the issue of risk
management and risk reduction strategies, and the shared vision. Parties will discuss in
detail proposals put forward on the future financial architecture of the agreed outcome at
Copenhagen, along with technology and capacity-building.
AWG-LCA documents and submissions
The Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto
Protocol (AWG-KP) is
scheduled to finish deliberations on the possible means to achieve mitigation objectives for
developed countries, before moving on to consider ranges of emission reduction objectives of
Annex I Parties.
The Second Review of the Kyoto
Protocol under its Article 9 will also take place at Poznań. Article 9 requires
a periodic review of the treaty in the light of the best available scientific information on
climate change and its impacts, as well as relevant technical, social and economic
information. Among the elements identified for review are issues related to the scope and
effectiveness of the flexible mechanisms, including the capacity of Parties to participate in
the Clean Development Mechanism (CDM).

Dates of the high level segment of the fourteenth session of the Conference of the
Parties (COP 14) and the fourth session of the meeting of the Parties to the Kyoto Protocol
(CMP 4), Poznań, Poland, and observance of the Islamic festival of Eid al-Adha
|

At its twenty-eighth session, the Subsidiary Body for Implementation (SBI) “noted that
the second week of COP 14 and CMP 4 overlaps with the Islamic festival of Eid al-Adha,
including an official United Nations holiday, and requested the Bureau to take this matter
under consideration with the view to striving to find a suitable solution” (FCCC/SBI/2008/8).
The Bureau of the Convention met on Wednesday, 20 August 2008, and decided to observe Eid
al-Adha on Tuesday, 9 December, by scheduling no meetings on that day.
The Bureau also decided that the closing day of the twenty-ninth sessions of the Subsidiary
Body for Scientific and Technological Advice and the SBI, the fourth session of the Ad Hoc
Working Group on Long-term Cooperative Action under the Convention, and the resumed sixth
session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the
Kyoto Protocol will be Wednesday, 10 December 2008.
In addition, the Bureau further decided that the High-Level Segment of COP 14 and CMP 4 will
open on Thursday, 11 December and conclude on Friday, 12 December 2008.
