The Special Climate Change Fund (SCCF)

Introduction
The SCCF under the Convention was established in 2001 to finance projects relating to adaptation;
technology transfer and capacity building; energy, transport, industry, agriculture, forestry and
waste management; and economic diversification. This fund should complement other funding
mechanisms for the implementation of the Convention ( decision
7/CP.7).
The Global Environment Facility (GEF), as the entity that operates
the financial mechanism, has been entrusted to operate this fund. The GEF Council approved a proposed
programme outlining plans to utilize SCCF resources in document GEF/C.24/12
"Programming to implement the guidance for the SCCF adopted by the COP to the UNFCCC at its
ninth session".

Recent Developments
|

|
|
The COP 12 adopted the Decision 1/CP.12 on Special Climate Change Fund that provides
detailed guidance for assistance to be provided under the “windows” 2 (c) and 2 (d) of
decision 7/CP.7, i.e. energy, transport, industry, agriculture, forestry and waste management; and
activities to assist developing country Parties referred to under Article 4, paragraph 8 (h), in
diversifying their economies. The GEF was requested to operationalize this guidance adhering
strictly to the decisions of the COP and to continue its efforts to mobilize resources for the
SCCF. The specific steps taken by the GEF to implement this decision should be included in its
report to COP 13 (December 2007).
