Introduction

The COP provides regular policy guidance to the Global Environment Facility (GEF), as an entity entrusted with the financial mechanism of the Convention, on its climate change policies, programme priorities and eligibility criteria for funding.  The GEF reports on its climate change work to the COP every year.

The relationship between the COP and the GEF Council was agreed in a memorandum of understanding (MoU) (decisions 12/CP.2 and 12/CP.3). 

Parties to the Convention adopted the decision ( 7/CP.13 )  on additional guidance to the Financial Mechanism. This decision provides guidance to the GEF that:

• It needs to improve communications with Parties on the GEF reform;
• IA's and EAs to follow COP guidance and make more use of national expertise;
• Lessons learned on the constraints in resource mobilization by developing countries should be taken into account in simplifying and streamlining the application incremental costs; 
• Lessons learned in SPA, in particular with regard to incremental costs, should be considered by the GEF in financing adaptation activities;
• The GEF report should be submitted in a timely manner.
