Nairobi work programme on impacts, vulnerability and adaptation to climate change
 
 Image The Nairobi work programme is a 5 year programme (2005-2010) implemented by Parties, intergovernmental and non-governmental organizations, the private sector, communities and other stakeholders. 
Mandate: pdf-icon Decision 2/CP.11.

Objective: To assist all Parties, in particular developing countries, including the least developed countries and small island developing States to improve their understanding and assessment of impacts, vulnerability and adaptation to climate change; and make informed decisions on practical adaptation actions and measures to respond to climate change on a sound scientific, technical and socio-economic basis, taking into account current and future climate change and variability.

Activities: A comprehensive plan of activities for the first phase has already taken place during 2007 and up to mid-2008.
At the twenty-eighth session of the SBSTA, June 2008, Parties agreed to activities for the second phase of the Nairobi work programme, up to the end of 2010.

Areas of Work: The programme is structured around nine areas of work. Each area of work is vital to increasing the ability of countries to adapt and consistent with the action-orientated sub-themes of Decision 2/CP.11.

Implementing the programme: The focus is on catalysing actions on adaptation, ensuring that products and deliverables target stakeholders at all levels and across all sectors. The second phase continues in its engagement of organizations and includes greater focus on community, national and regional actions and on education, training and awareness-raising.

The secretariat reports on progress in the implementation of the Nairobi work programme at each SBSTA session. The SBSTA will review and report on the Nairobi work programme to the COP at its fourteenth session (December 2008) and its sixteenth session (December 2010).

Most recently, at the twenty-eighth session of the SBSTA, June 2008, Parties agreed to activitiies for the second phase of the Nairobi work programme, up to the end of 2010 (Nairobi work programme conclusions proposed by the chair, FCCC/SBSTA/2008/L.13/Rev.1)

At the informal meeting on the outcomes of activities under the Nairobi work Programme and views of Parties on activities for the next phase (7-9 April 2008), Parties requested the secretariat to strive to engage experts and representatives of relevant organizations in order to consider the outcomes of the activities completed prior to this meeting.  Parties agreed to reconsider the possible need for a group of experts at COP 14 in Poznan. 



Expected outcomes

 
  • Enhanced capacity at international, regional, national, sectoral and local levels to further identify and understand impacts, vulnerability, and adaptation responses, and to select and implement practical, effective and high priority adaptation actions 
  • Improved information and advice to the Conference of the Parties (COP) and its subsidiary bodies on the scientific, technical and socio-economic aspects of impacts, vulnerability and adaptation, including facilitating the implementation of decision 1/CP.10, where relevant 
  • Enhanced development, dissemination and use of knowledge from practical adaptation activities 
  • Enhanced cooperation among Parties, relevant organizations, business, civil society and decision makers, aimed at enhancing their ability to manage climate change risks 
  • Enhanced integration of actions to adapt to climate change with those to achieve sustainable development.
