The United Nations Climate Change Conference in Poznań will be a milestone on the road to success for the processes which were launched under the Bali Road Map. The meeting comes midway between COP 13 in Bali, which saw the launch of negotiations on strengthened international action on climate change, and COP 15 Copenhagen, at which the negotiations are set to conclude.

The conference will include the 29th sessions of the Convention’s subsidiary bodies - SBSTA and SBI – as well as the 4th session of the AWG-LCA and the 2nd part of the 6th session of the AWG-KP. The Poznań meeting, which is expected to draw around eight thousand participants, will both advance international cooperation on a future climate change regime and ensure progress on key issues.

The road to Copenhagen 2009

At the Climate Change Conference in Bali, Parties to the UNFCCC decided to launch formal negotiations on a strengthened international deal on climate change. These negotiations are set to be concluded by the end of 2009 at the Climate Change Conference in Copenhagen. To conduct the process, a subsidiary body under the Convention was set up, called the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA).

To discuss future commitments for industrialized countries under the Kyoto Protocol, the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol established a working group in December 2005 called the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP). The AWG-KP is also set to complete its work by the end of 2009.

REDD Web Platform launched

A new web platform aimed at sharing information on reducing emissions from deforestation and forest degradation (REDD) in developing countries has just been launched. The main aim of this new web portal is to facilitate access by developing countries to information made available by Parties, relevant organizations and stakeholders in a number of related areas.

In a speech given in the Hague on the development dimensions of a new global climate change agreement, Yvo de Boer outlined the essentials to be included in an agreed outcome in Copenhagen. Since future global climate change action should not jeopardize developing countries’ overriding goals of poverty eradication and economic growth, he said that Copenhagen 2009 had to open the door for viable, climate-friendly economic growth on a global scale.

The way is clear for the launch of a wide array of new projects in the energy efficiency and renewable areas, ranging from refrigerators to solar-power high-efficiency lights and geothermal heat for developing country households, under the Kyoto Protocol’s Clean Development Mechanism (CDM), opening significant opportunities to cut greenhouse gas emissions and support sustainable development at the same time.

Fifth meeting of the Compliance Committee

The fifth meeting of the plenary of the Compliance Committee of the Kyoto Protocol was held in Bonn, Germany from 8 to 9 October 2008. This meeting was preceded by the sixth meeting of the enforcement branch, which took place from 6 to 7 October 2008 and the sixth meeting of the facilitative branch, which took place on 7 October 2008. Training of Trainers workshop held on preparing technology transfer projects for financing

Participants were trained in preparing project proposals for financing, in particular project proposals related to environmentally sound technologies to mitigate and/or adapt to climate change. Special attention was given to financial aspects such as financial structuring and risk management. The UNFCCC will organize regional training workshops in Africa, Asia and the Pacific, and Latin America and the Caribbean in 2009. More

International Civil Aviation Organization (ICAO) launches new aviation carbon calculator
The ICAO has launched a new carbon calculator for the aviation industry. It calculates carbon dioxide only, and does not include other greenhouse gases, since the scientific community has not yet agreed on how to calculate multipliers. The calculator has been approved by the Committee on Aviation Environmental Protection, and was developed with input from aviation experts, manufacturers and airlines.
